**Promoting Independent Innovation and Technology to Support the Development of Sports and Fitness** *Date: March 13, 2015* The Ministry of Science and Technology has been actively working to support the development of a well-rounded society and a strong sports nation. In collaboration with the State Sports General Administration, it has focused on enhancing scientific and technological support in three key areas: competitive sports, mass sports, and the sports industry. The goal is to foster independent innovation, strengthen technological capabilities, and accelerate the application of sports-related scientific achievements. During the 11th Five-Year Plan period, the Ministry launched key technology research projects aimed at achieving breakthroughs in China’s competitive sports, particularly in niche areas that could give the country an advantage. It also supported the development of technologies for China’s Winter Olympic Games, preparing for the 2014 Sochi Winter Olympics by providing essential technical assistance. In addition, the Ministry has consistently emphasized the importance of science and technology in promoting the "National Fitness Program." Efforts have been made to improve public health and establish a comprehensive national fitness service system. In 2012, under the Twelfth Five-Year National Science and Technology Support Program, research was conducted on key technologies for physical fitness promotion and the development of a scientific fitness expert guidance system and service platform. This initiative involved 14 research institutes and universities, laying the groundwork for nationwide sampling in 2014 and the launch of a scientific fitness demonstration area with a health management system. A cloud-based platform integrating company, community, and school resources was also established to support scientific fitness guidance. To further drive progress, the Ministry has supported the formation of strategic alliances led by Taishan Sports Industry Group and the China Federation of Sporting Goods Industry. These alliances focus on innovation in public sports facilities and fitness equipment, and they have been recognized as part of the national industrial technology innovation strategy pilot program. Through the National Science and Technology Support Program, the Ministry encourages the development of research centers and innovation alliances, aiming to advance technological innovation and industrialization in the sports sector. In 2014, the State Council issued "Some Opinions on Accelerating the Development of the Sports Industry and Promoting Sports Consumption." In response, the Ministry of Science and Technology and the General Administration of Sport held discussions on the technological needs and development status of sports services and manufacturing. They aligned tasks and developed a detailed implementation plan. Looking ahead, in 2015, the Ministry will continue to strengthen cooperation with the General Administration of Sport and other relevant departments. Together, they will conduct a special strategic study to identify major scientific and technological needs in competitive sports, national fitness, and the sports industry during the 13th Five-Year Plan period. By integrating sports services, supplies, and supporting technologies into high-tech fields, the Ministry aims to ensure that these areas receive strong national support. It will also implement reforms in the management of national science and technology plans, making comprehensive arrangements for various research initiatives and supporting qualified sports companies and research institutions in undertaking scientific projects. Finally, the Ministry will continue to manage and promote existing sports science and technology projects, ensuring that their benefits reach the public and contribute to national health and well-being.
